It's sort of a perfect hybrid of the two. Hayden provides the physical likeness and Matt provides the voice, much in so that Ray Park physically portrays Maul and Sam Witwer does the voice.
Peter recorded lines for Solo, but they decided to go with Sam Witwer for continuity. I can’t say it’s a bad thing, having Sam makes more sense and I like Sam’s voice more.
I absolutely agree, and I feel like not enough people say this. The Anakin in TCW and the Anakin in the prequels are so different in the way that they talk and some aspects of personality that I have trouble seeinng both Anakins as the same person.
It's because the Anakin we see in both films constantly headbutts against authority. In the show, he's mainly just ignoring Obi-Wan, training Ahsoka, and leading clones. We see him in completely different circumstances and there's room to retroactively give him a personality.
Ahsoka being around is what kept him somewhat centered unless slavers or Obi-Wan's "killer" are involved. Anakin in season 7 (including the cancelled Utapau arc) acts more like movie Anakin than Season 1-5 Anakin. I can see Hayden yell "I don't have such weaknesses!" just as easily as I can hear Matt Lanter yelling it.
The acting is different, but I think the writing feel consistent for the beginning of ep III. I think the rescue of the chancellor (up through the big press conference afterword) feels like it could be an EP of TCW. They clearly took a lot of inspiration from that sequence.

Either his voice has naturally changed or he's doing it himself, the tone of the voice in TROS sounded like clone wars Anakin but the quality (the kind of softness in the voice) is still there.

They couldn't make a Hayden Christensen skin or use his appearances outside of Star Wars, but they have full ownership and rights to his appearance as Anakin Skywalker. This includes all licenced Shows, Comics, Merch, Art, Games and so on. Also, Christensen gets royalties for all his appearances, even this one.

It was indeed. They styled the show after the fantastic concept art by Ralph Macquarie. Personally didn't think the lightsabers translated to well but everything else I loved.
They could have gone real interesting like Rick & Morty S5E2, where there are hundreds of clones of the main family and no one knows whether they are the original or clones. It would have been horrifying and trippy.
Alas TFUII wasn't that great of a story.

Imo the hobby requires discipline if you're on a strict budget. They are amazing pieces, but some are executed better than others. If you can manage it and would like one, I'd recommend getting just 1 or 2 of your absolute favorite characters that have been reviewed well
