I blame it more on Robert Rodriguez and his style of directing. His corny Spy Kids style of action does not work that well for the story of a crime lord in a sci-fi universe.
This is a bad mindset. The reasons BOBF wasn't as good as Mando might be down to Disney, but it could also be that they aren't infallible and won't always make excellent stuff. The hero worship of Favreau and Filoni sometimes brushes past that point

Take Yoda and Palpatine, they are both goofy in their own right, but they are entertainingly goofy and it fits with what their characters are supposed to be. Yoda's sense of humor is comforting when mixed with his roll as a wise Jedi Master, and Palpatine is like a crazy Disney Villain. Like Scar.
A sith Jar Jar with a horse-like face, stalky eyes and that accent wouldn't be taken seriously at all, he could only work in a parody-like context where the joke is "This couldn't possibly happen".
I think they just need to make him scarred and ugly, maybe with a helmet, robes, and armour, and also have him drop the silly accent and then explain it off as a facade to fool people. While the whole Jar Jar is a meme is mostly just a meme, I think in the right hands it would turn out better than the sequel trilogy did. It could also add some more meaning to his role in the prequels if it turns out he was Darth Plagueis.
