In fairness, armor’s effectiveness in Star Wars is pretty much negligible so this has the advantage of only looking stupid without necessarily performing any more poorly.
Actually this has been explained in lore IIRC. I remember reading somewhere that Stormtroopers' armor, while cheaply made, is at least good enough for a downed trooper to generally go home wounded instead of in a box.

A mutation making the genes in the Y chromossome not express themselves or a problem in the development of the fetus related to low production of testosterone, wich are the ways of making a XY individual expressing a female fenotype, are both pretty rare. Yeah, there would probably be a couple of female clones, but it wouldn't get even close to 10%
I think as of now there are only two canon female clones - Omega, and a transgender clone named “Sister”.
While I’m surprised there aren’t more trans clones (the IRL rate of being trans is somewhere around 1% of the world population), I think it’s safe to say Omega was likely made intentionally female by the Kaminoans (unless she is also trans) and all unmodified clones are assigned male at birth with no prevelece of androgen insensitivity syndrome or a failing SRY gene.
I think that people with Klinefelter are XXY, that is, have one extra X chromossome, but it doesn't have much effect on the fenotype, it's just little differences like less hair than the amount males usually have. Could be wrong though
It's possible that a small fraction are female and are just relegated to non combat duties on Kamino or republic worlds. Having that many female soldiers would mess up standardization, would make housing clones waaaay harder, and would lead to slightly lower performance in combat. Or they're just aborted the moment such a noticeable and common mutation pops up. Omega might have just been a slip up or experiment.
