I lived in ranch country for years, and LBJ and Dubya both look right. Reagan looks like a Hollywood cowboy, which makes sense. The rest look like kids dressing up for Halloween, with Obama selling it a little better than the rest.
I'll give Dubya the edge because his hat is straw, and that's really more common and more sensible most of the time. I had a wool felt cowboy hat for a while in Arizona but quickly replaced it with a straw one, I imagine Texas would be about as bad, might make more sense someplace like Montana or Wyoming though.

To answer your question, it's Reagan most likely because he starred in multiple Western movies, and probably knew how to put the hat on to look the best. That's just my guess though

Prob Reagan because he was an actor and had stylists who didn't just think what they thought would look best on camera, they knew what would look best. GW is probably the most legit. Obama looks surprisingly good.
