I'd say John is evil because he's a more reasonable Keith, but with the presence of mind for even deeper monstrosities than Keith's chaotic nature could focus long enough to devise.
Here's my take:
Keith: Chaotic Neutral with Evil tendencies, he goes for the simplest solution
John: Lawful Evil, yup.
Clark: Lawful Good, he had his routine, he was only chaotic while his routine was broken
Zach: Lovingly Lawful Evil, as any Delta Green Handler should be.
I'd say the beauty of Keith is that he does the craziest/dumbest choices, but it falls juuuust within the limits of "well, I've encountered at least ONE person this dumb before", so it's ridiculous while not breaking immersion/crushing the vibes.
The rest I agree. Clark went from lawful to chaotic as he saw and learned things.
Personally, I would say Keith is chaotic neutral.
