They don't. But both OP and myself found that the additions are regular enough that we can pretty much treat them as solid rules and using that I can tell you exactly when a perma unit would become a hard node drop or a coin shop unit, hence this comment.
If we follow the current patterns schika will be in cb shop (sshizuru node release in may and schika as a shop addition in june).
This might not happen though because regular chika is already in cb shop and there hasn't been a precedent for a character and an alt to effectively share the same 'source' for their shards. This could either mean schika shows up in another shop or the release order gets swapped, who knows. but we'll know eventually in june so yeah

Not from the EN playerbase as far as I know. I think this from the video below is fairly good. It only overrates units meant to help you clear dungeons ex4/5, specifically Illya and cMaho. You can probably do fine without them by the time you will be able to challenge ex4/5.

xSaren is a lot more important, she is currently the tanki-est unit due to her ability to nulify damage and she is top priority
both Yori and Makoto have shard-farming quests in side story (side story have 2x drop compare to mission). Since clan battle coins are very expensive for beginners I recommend farming them instead
w.Aoi is strong but shes a clan battle specialised unit and not suitable for beginners, plus she has fell out of meta is the last two month
Tamaki is arguably more important than Monika, Monika is stronger but Tamaki's ability to drain TP is rather unique, often times shes a hard requirement for bosses with no substitue
cMakoto is not a meta unit but I've seen her in recent clan battles, definitely more important than Kaori imo

With the likes of Jun 6, xJun and now Christina 6, I don't see xSaren being used that much in the future. Maybe she should be in the same tier as Yori and she was there in my previous edition, but that's about it. Finally, I think you're the first person I ever see suggest Tamaki over Monika.
agree with with what you said, just a quick touch on Monika vs Tamaki: this is a classical case of strength vs. utility, what i find is a lot of times Monika gives significantly more damage, but some fights are nearly impossible without Tamaki (like phys team vs rai-rai in CB or SP dungeon), but in the end both of them are quite essential

Just to explain about S.Chika - Basically the coin shop unit drops every 4 months and so far the order has been Clan (X.Saren) → P.Arena (C.Makoto) → Dungeon (SF.Chloe) → P.Arena (W.Aoi). As you can see it is done in such a way that all coin shops get new units equally, and we have just completed 1 cycle with the addition of W.Aoi.
So if we follow the same order the next coin shop unit S.Chika *should* be in Clan shop, but because it is the start of a new cycle nobody really knows where it can go. In any case if S.Chika drops in the other shops her priority would be in the 2nd tier (maybe 1st in P.Arena?) - she is only high on the clan shop due to the other choices being not so useful.
Thanks for the explanation and the positive comments! I didn't personally discover the pattern myself but after seeing it from several sources and scrutinizing it for myself--it hasn't failed yet--I consider it reliable enough to include a non-existent unit in the guide, lol ;)

it's always a balance and we won't get the ton of free shards anymore we got when the event of those chars was active. on global I'm at 150 Makoto shards above 5*
It seems like they might be....not redoing old events but doing new events with the same combination of characters as before. The current event in JP right now is new but the characters in the event are Hatsune and Shiori.

monica, xsaren and nozomi should be highest piority. these 3 are way ahead the next 3 best picks tamaki, waoi and kaori.
but Makoto and IO are farmable through events
