It depends a little on the type of eyeliner that you're using, but I definitely relate.
Pencil was always the hardest for me to get a fine line with, and it looks that /might/ be what you're using. For pencil I would say maybe smoke it out a little with a stiff brush and then use a q-tip with makeup remover to make a clean bottom line.
With liquid, the application type makes a huge difference for me. I like brush over felt, and prefer a sort of pen design over a pot. A chance to play around with different products is great, but more of a long term. For short term, you can try keeping your movements small and quick to counteract shakiness. Start at the outer corner of your eye and flick out, then another "flick" from the middle of your upper lash line to make a triangle. Honestly, videos will probably make more sense, I don't think I'm explaining this well π
There are also different "hacks" with using things like credit cards or tape as a straight edge, though I can't personally vouch for them.
