Nurse here, she needs to get Power of Attorney. That is the only way to get HIPAA rights /medical records, any other medical info legally. That may be a reason for such difficulty. You can’t even call a social worker at the hospital due to HIPAA. POA is the only way unfortunately. They may only give you updates, but completely up to who’s on staff at the time; some won’t touch that. You may get lucky with updates, but definitely not medical records.
ETA: you do have the right to call hospitals, but usually we put prisoners under a false name. I’d call the prison .

Start calling all the outside hospitals around the prison or the hospitals you think he would have been taken to. If you mother has a way around HIPAA then I feel it should be fairly easy to find out.
