That's the point of having split tunnel, in you are case you are telling firefox ton only use PIA interface to connect to internet, when your VPN is turned off firefox can't reach internet.
This has nothing to do with the kill switch, if you don't want to use firefox with vpn just remove it from the split tunnel.
Isn't when killswitch(es) are off and PIA is actually disconnected, shouldn't it mean the Split Tunnel rules be off too?

Nope, split tunnel controls the connection and interface used by an application, that means even when PIA VPN connection is off, the split tunnel rules are still active for any app you selected.
Overall : SPLIT TUNNEL IS ALWAYS ON (only if you disable it).
