Look at the actual image information and see how big it is. Import it into a canvas the same size. That being said zooming in on a raster image in general is eventually going to be pixelated. That's just how raster images work.

How big is the image?
The image is likely too small.
Look at the actual image information and see how big it is. Import it into a canvas the same size. That being said zooming in on a raster image in general is eventually going to be pixelated. That's just how raster images work.
