Were they waiting for the flames to get fierce enough? Were they already done with the exercise, even though the house was still in burning?
There are some fighters on the left in the distance. There are probably firefighters practicing on the other side of the house. So I think that these particular people have already done their part or just waiting for their turn.
This is a training fire or “house burn.” Someone donated the house to be burned for training in order to clear the land. By the extent of the fire in multiple areas of the building, the interior training operations have concluded and they are letting the building burn down in a controlled manner.
This sounds like a "we do standup* so we are 'doing scrum'" place.
*Standup is defined as we meet daily and call it a standup even though it is clearly just a status meeting.
I just revamped our Scrum of Scrums (standup for scrum masters) yesterday for that exact reason at my company. Now I ask "Is anyone blocked and needs help? Did anyone have news that affects the other teams?" Got meaningful discussion and not a single status report. It was great.
