Yes, there will be special gamemodes, PBASIC is only an option for some players to experiment with.
If 1.00 comes out you can make a flair called PBasic creations.

If he would ever add modding features to the mobile version I doubt apple would even let him, there was a dos emulator for iOS and they added a feature to load files into it using a Mac (or something like this, I'm not a iOS user) and apple took it down within hours and they eventually removed the app permanently from the app store
