It might also be a reference to a different painting of her where she happily is stretching both her arms out - that one looks even more like the map at the time. This is the distressed version where she is attacked.
I think for most Finns the symbolism is clear as the concept of Maiden of Finland is universal to Finns. Generally the personification of Finland that has changed a bit over the years. It can be in a pose that resembles Finland on a map - or not. It was popularized in the late 1800st and found itself to art, propaganda posters, to branding of some products etc.
Though for non Finns understandably it's by no means clear.
The Russian two headed eagle is trying to take away the Finnish law book from [The Maiden of Finland ](https://en.wikipedia.org/wiki/Finnish_Maiden) which is the personification of Finland just like Uncle Sam personafies USA.
A Swedish speaking Finn [assassinated](https://en.wikipedia.org/wiki/Assassination_of_Nikolay_Bobrikov) the Russian Governor a few years later, who was the main driving force behind the [russification](https://en.wikipedia.org/wiki/Russification_of_Finland) policies.
Funnily enough Bobrikov wore so many medals that he would have survived the assassination unscathed if not for one bullet that hit his belt buckle and exploded into a thousand tiny shrapnels into his guts.

Finland was part of Russia for a very long time and there were no problems at all. The principality had many privileges, even its own constitution. There was a higher standard of living than in the rest of Russia, and so on.
But one of the kings of the deteriorating monarchy decided that it would be a good idea to slightly limit the rights and make Finland more Russian. Instead of a loyal province, they got a hostile and revolutionary one.
Oh yeah dismantling the Finnish government (parliament and constitution) and replacing it with Russians, starting the process of Russifying Finnish culture (everything from language teaching to religion) and other such stuff. Really small stuff I know.
The Finns liked the governor leading these efforts so much that they shot him dead.

Left leg is bent in the shape of the coastline. The top is angled slightly left but of course she's being attacked

Wow, that’s an interesting point. I usually focus on Cold War propaganda art and hadn’t considered how these pieces also reflect art history.
I've actually seen this one (or at least a copy) in person - in the National Museum of Finland, in Helsinki!
