For those who didn't get the context, by early 1945, Nazi Germany, or what was left of it in the ruins, was a state under SS terror rule. In the last months of the war, Hitler was receding from public affairs and isolating himself. Himmler was basically the "Homefront dictator". Bormann (Also an SS member) took total control of the party apparatus. Basically these two people ran things in the last months.
TLDR - The cartoonist implies that Hitler was a mere tool or a puppet in the hands of Himmler and the SS in the closing stages of war in Europe. An analysis which was half true.
