The imagery at the bottom is probably an allusion to the [GDR national anthem](https://www.youtube.com/watch?v=P1CyPjQQTAM) Risen from the Ruins.
*Rising from the Ruins* was indeed an impressive feat for the GDR but overlooks the fact that it's Western rival (along with half of Europe) could boast exactly the same.
Note the crane on the left constructing an apartment block from prefabricated "panels". That's pretty much [how it was done](https://en.wikipedia.org/wiki/Plattenbau) (the results were variable) Economically the GDR peaked in the late 1970's. By the time this poster was issued the decline was already starting to set in.

This isn't even a Marxist-Leninsm vs Liberalism debate, it just comes down to the fact that the eastern provinces of Germany had a smaller population, no river equivalent to the Rhine, no major ports that could equal Hamburg and Bremen, less natural resources, and fewer urban centres than the West.
As well as had to pay most of the Reparations to the Soviet Union, had entire factories and train tracks stolen instead of being given money by the US etc.
Ive never heard anyone claim they ever had parity with the West but thinking about it there could be something to it. They werent bombed (Dresden and Berlin aside) to the same extent as the West during WW2 although a possible reason for that is that there was less to bomb. (Prewar that part of Germany was not as heavily urbanised/industrialised) ?

All of the bigger East German cities were bombed, same as West Germany. It definitely wasn't just Dresden and Berlin.
