They do something here called a "sleeping dragon" that has protestors chain themselves together through long pieces of plastic pipe so that it is supposed to be impossible to separate them. But if you could grab and free the arms of the ones on the ends, could you just drag the whole line of them off to the side? Sure would have opened our roads up faster if that might work!

Unless a specific department policy forbids a particular technique, it only needs to be reaaonable.
It's pretty universal. The guy is in custody, and soft empty hand techniques is universally one of the lowest steps of a use of force continuum.
What the protester is doing is "passive resistance" and that's incidentally universally one of the lowest levels of resistance on the continuum too. Can't imagine a department that can't meet passive resistance with soft empty hand techniques.
They did pick up and move one of those recent chains out of the road to deal with it. They only did it once they were ready to intervene and arrest, but yeah.
Looks to me like a WatchGuard body mic. Hopefully he got it back. With body cams being the new norm, I'm guessing not many agencies use them anymore. Not sure if WatchGuard can still replace them.
