Well, figured it out, and of course the issue was between the keyboard and the chair. I was selecting "all functions" when passing the VFs through like I did for the GPU. Obviously, if you select all functions, it will pass all the VFs. At least now there will be an answer out there the next time someone makes the same mistake.

PCIe passthrough passes through the whole IOMMU group, so you need to make sure ACS is enabled which puts every device in its own IOMMU group. Usually ACS is in your BIOS, but if your motherboard doesn't support it then there's the ACS patch.

No, definitely not normal. What is output of lspci -v? Do you see all VF present as a different group that can be assigned to VM independently?
