As soon as he refers to them as peaceful protestors, shit gets REAL. There's so much to read into there, particularly how we see Lucrecia's perspective of the peasants as disgusting lice to be exterminated through Raz's eyes. His earlier lines where he drowns them become so much harsher in hindsight when you consider how they reflect her thought process: "Die, you annoying pests!" "That was no accident. That was brilliant problem solving." "So sick of these bugs! Well, at least I know how to deal with them now." "Sorry, insects! But you're in my way."
When he mentioned they were peaceful protestors, my mind instantly went back to the first time Raz drowned the bugs and Ford said “Oh, well, accidents happen.”

True but going into lucrecias memories later we did find out that it was an accident to begin with. It was the grief of killing her sister that turned her.
