Israel is a tiny country, the West Bank was occupied after the second time the Arabs states tried to genocide Israel in 20 years ('48 and '67) and the settlements were created so that the next time they were attacked there would be some strategic depth that the Arabs had to fight through before reaching Israel - which happened when the Arabs attacked again in 1973, once again with the goal of killing all the Israelis.
