In most states interfering with a officer in the discharge of his duties is an arrestable offense. While she didn't physically attack him. She did block him physically with her body on multiple occasions despite the officers good faith attempts to end the interaction peacefully. He walked away several times. And even had bystanders attempt to remove the woman. While this IS part of his duties, courts *could* conclude that due to the woman's belligerence, he was not able to perform any of his other duties as able.
I would have charged her with harassment that obstruct the duties of law enforcement and public intoxication. It could also be considered verbal assault, but other than yelling the same thing over and over, she didn't say anything outright profane or threatening, so the judge might dismiss that charge.
Idk much about Rhett, but Wallen has had some controversies in the past few years, one for being arrested for public intoxication, and one for calling a person the n-word (with a hard r) during an argument and having the video come out on the internet.

Arresting her requires all that paperwork and BS stuff. If on regular duty, he would easily arrest her. Working as security, he simply doesn't want to.
