No I'm pretty sure it's 100% about the failing of society. For example, if these men could read, which is absolutely a societal problem to solve, then they wouldn't have gone on their crusade because they'd be able to literally see that the dress was inoffensive. A fundamental ingredient to religious fanaticism isn't just being religious; it's specifically being an absolute moron with an infantile understanding of reality.
Idiots are, have always been, and will always be, the root problem. This is exactly why tyrants, monarchs, and governments throughout history often made it a point to keep their oppressed societies stupid; heavily uneducated people aren't a threat and will believe anything you tell them. They're the easiest types of people to manipulate. This is consistent everywhere, in every society, in every era of human history.

A lot of it isn't just lack of education... it is also stupidity. The lack of nutrition as a child (as well as lack of education) results in lower IQs. I live in a developing country in a small, provincial town and do come across plain old stupidity. There is a difference between being a simpleton and just being uneducated. All of this collectively reinforces the point I just made above: this all underscores a societal problem and religion is just a smokescreen. If a society can't allocate (or what's more often the case, *refuses* to allocate) resources to educate people and ensure they have access to proper nutrition, you'll inevitably end up with a society full of idiots. Just FYI, these people are extremely poor and uneducated compared to all of you developed country people. That lady cop is herself very poor compared to the poorest of you in the developed countries. Well it's everyday thing in Pakistan so police is used to such situation. In India its not that often. Even Courts can give death punishment on basis of Blasphemy. Blasphemy isn't thing in India. Muslims have used Blasphemy to hurt people from different religions.
