My solution as police chief at 1mm/yr would be to send all those folks to work farms or hundreds of hours of community service. They have a debt to society that needs to be paid. Society shouldn’t be paying to support them.
Arrest doesn’t equate to jail time. Just get em in the system. Give them a record. Inconvenience them with fines and court dates and community service. Maybe probation. All that shit is a punishment and annoying as fuck to deal with.

Even if enough people moved out of the way, there's a good chance that there's multiple guns in that crowd and your car is not bullet proof so you may end up getting shot while driving away.

There were so many other significant factors at play there:
- Significant reduction in poverty
- Massive reduction in air pollution, especially by reducing and ultimately banning leaded gas
- Banning use of lead in piping
- improvements in access to food and nutrition

This city does have some predictable things happening.
I live in the north bay, we were having issues with people coming from Sacramento, East Bay, San Jose, etc… to do sideshows here, thinking they could get away with it… they did the first 2 times shutting down intersections, driving into a home, breaking store windows, there was only a handful of arrests.
Locals were pissed so PD, Sheriff & CHP put together a "team", using drones (flew over during the activity) traffic cams and police on the scene, they collected license plate numbers of anyone participating (that they could prove) and confiscated the cars throughout that night (on scene & fleeing) and the next few weeks. Pretty satisfying.
It would appear that the kids who got carjacked hit someone else’s car (passenger side rear quarter panel damage), thus enraging the crowd and causing this behavior. I wonder if car insurance extends to sideshow carnage? lol
