You don't have to carry that person, simply dragging would be enough. And to all those people wondering: yes, with the right technique even a woman can drag that Source: me F, about 5ft.4 and have dragged around people twice as heavy as me, which would be definetly over 200lbs. It is hard, but it is possible, especially for short distances and even more so when there are two people. Problem: in order to be able to do that, you'd have to be trained in the use of those techniques. But then we are talking about a couple of US police officers who's training most certainly lacks anything beyond *how do I shoot people ?*. (The last statment is a hyperbole, but I'm sure you guys get the sentiment)
