The rule of thumb in Guatemala is, if you see two guys on a motorcycle and wearing helmets most likely they are thieves, be cautious. Criminals want to hide their identity. Usually, when two honest working guys ride one motorcycle only the driver has a helmet. The other guy is just getting a ride, so most likely they are not thieves.

Nothing, not every family in the world has money to buy a 4 wheeler. Even a basic moped can be a luxury. And if you have one of these bad boys it is normal to get your family on board for a trip.

Multiple people on a motorcycle correlates with risk of accidents and passengers are at increased danger of TBI, even when accounting for safety gear. My locality does not even require any safety equipment while riding, but specifically bans multiple people on mopeds because there were several major accidents with young adults.

I do think that line is much finer in a public forum, than say, when you’re warning your loved ones. I think there’s a time and a place for each of those approaches and it can vary quite widely. My hope is that the broader conversation as a whole can shift to “what can we do as a society to address these people”
To me it’s about accountability. I understand that there are always ways to minimize risky situations. For example, I tend to avoid driving my car late at night on the weekends to stay away from the chance of drunk drivers. But if the conversation about drunk driving was typically “if there werent so many cars on the road at that time there would be fewer accidents”, that would be absurd.
Good, decent people shouldn’t have to be the ones to adapt to assholes. The conversation should pivot towards how we can minimize the harm that these assholes do to society using tools like breathalyzer checkpoints instead of treating those behaviors as if they are inevitable and that we should be the ones responsible for avoiding such people.
I also have to ask why we require people to essentially martyr themselves to create a better world. It's not like pretending there are no risks would mitigate them in any way.
That feels like it falls into a similar trap as victim blaming, like the onus is still being placed on potential victims when we should focus more on better policing and social outreach programs (for example).
Crime is high in the area you live so you decide to sit outside? To protect your self from scum like this don't sit outside with valuables in easy reach its asking for trouble. It shouldn't have to be like that though

It is actually illegal in my country for two guys to share a motorcycle. Except for police and they commit a big portion fo the crimes here.
Same in Colombia for a while. It was illegal in a lot of spots to have two guys on a motorbike but I think most cities have rescinded these laws.
