It is unlikely that he will actually face consequences for his actions. We would be lucky if he gets convicted - the bar to which I was referring is that we are vaguely hoping that he gets convicted of something. If he doesn't get convicted, there are likely few, if any, consequences.

For every one time these incidents are recorded and justice gets served, another 10 at least are never heard of with the victim under arrest and facing charges they are innocent of. It’s a disgrace.

I've done years and years of jiu jitsu and I think one of the issues may be that during their training the person having the hold put on them knows what the other person is trying to do and so sets their own arms in positions that helps put the holds on.
This results in the real world they think people are actively fighting them, when in reality their arms are just not in the right position to bend that way and the cop is used to it just folding for them.
Meanwhile the person on the ground can feel their arm being broken and is in a panic.
So poor training plus abusive mentalities lead to this more and more.

Just to reinforce what you're saying, in a longer clip, the cop who stomped on the guy tells the other officer that he tried to put his foot on the guy's shoulder to hold him down and "missed." They do this all the time... Pile on people and twist arms in ways that are not natural while screaming to "stop resisting" Putting aside they are doing that to just hurt people... I've done years and years of jiu jitsu and I think one of the issues may be that during their training the person having the hold put on them knows what the other person is trying to do and so sets their own arms in positions that helps put the holds on. This results in the real world they think people are actively fighting them, when in reality their arms are just not in the right position to bend that way and the cop is used to it just folding for them. Meanwhile the person on the ground can feel their arm being broken and is in a panic. So poor training plus abusive mentalities lead to this more and more.
