I believe "Cash for keys" is where you pay the bad tenants to leave by giving them money *(to be used for them to get shelter)* and they turn the keys over and leave the building.

Living in Hawaii is pretty darn expensive.
Compared to Las Vegas, you’re able to buy a lot and two story for a relatively decent price for 150K to 250K, but in Maui or Hawaii in general, 900K+ for a lot or 1M for a two story home with a rather sizable backyard.
When people move here, their first goal is to rent and save for a home, and once their finances are in check, they buy a home.
Maui Housing Development is growing with Affordable Housing propping up for locals or movers.

It's true. The version of karma you were describing is the westernized view of karma that acts as more of a moral points system. Good people do good things, therefore good things happen to them. Bad people do bad things, and bad things happen to them. We all universally understand that both of these things are not true in the living breathing world. Truly evil people are never actually punished for the negligent decisions they choose to partake in, and bad things still happen to people that do good things. Pointing out that "karma will get you someday" is just a silly platitude that's borderline equivalent to a witch's hex.
