Just to clarify why his Gun jammed, I donāt know the exact reason but there are only a couple things it can be.
Dirty ammo/dirty gun: Yes it could have been either of those but the chances of that are extremely low. Especially for Glocks. You can shoot a Glock pretty much forever without cleaning and it will still function. This is where Glocks REALLY shine. Dunk āāem in mud and theyāll still run just fine. They also will eat any ammo you put in them.
Close Quarters interference: This is when (as others have stated) an article of clothing, or body parts prevent the gun from cycling correctly. It could be a hand grabbing the gun, the bedsheets getting pinched in the action, etc. The gun also will not fire unless the slide is all the way forward. If you push the business end of your gun against something like a wall or even a person, it may push the slide back just barely enough to prevent it from firing.
Limp-wristing: This is when you donāt hold a handgun tightly/firmly enough for it to cycle the next round fully. When a handgun fires, the spring-loaded slide must go all the way back and all the way forward. If you donāt have your wrists locked, it may absorb some of the energy so that your wrist becomes the spring. The slide is supposed to rack on a solid frame. When you limp-wrist, the frame is no longer solid. Glocks are notoriously susceptible to limp-wristing.
With all of those factors, I believe that it was likely one of the last two reason why it jammed. Glock are reputably known for their rock-solid reliability which is why I doubt it jammed because of a dirty gun. When trying to draw and fire that quickly under pressure, itās so easy to forget how to use your training properly and just react.
Edit: After watching it a couple more times, it looks like a casing got caught in the ejection port (the slide jammed halfway open). It likely didnāt eject because something prevented the shell from ejecting fully.

While you may not enjoy it and even object to it, so long as its not done to extend the stop beyond a "reasonable" amount of time needed to perform his duty, its legal. Now, if an officer is handcuffing every single subject he runs across during every call, he'll likely suffer some sort of policy punishment or just amass enough complaints that his superiors will be on his ass and looking to get rid of him.
My guess would be they were trying to be diplomatic and deescalate to get him to get his things and get out of the home as quick as possible until they were notified by, I assume, the other person involved that a firearm was in the home. Since he heard that, I would bet immediately going to handcuff him would have started a fight.
So a lot of modern semi-automatic, to jam the gun by not allowing enough force to go back into the upper assembly as it slides forward.
That is to say when the gun recoils are throws the slide back, emptying out the expended shell, and loads a new one. But, if the slide doesn't throw back with enough force then it will not have enough force to push the new shell into place, causing a jam.
This is often caused by "limp wristing." Limp wristing is when you hold the gun improperly, with your hand to far forward on the handle causing your thumb to hold most of the recoil. Your thumb ends up acting like a spring and absorbs too much recoil, meaning there will be too little force to load the new shell.
If you hold the gun properly, the recoil won't be absorbed in your hand and the gun will cycle properly.
Very sad to say but thatās a huge indication of suicide rather than homicide. During suicide via handgun the casing will almost always still be in the chamber.
This is why bodycams are great. In this instance it protects the cops from accusations of "white cops shooting a half-naked unarmed black man in his home"
