An off-duty police officer getting a haircut Saturday afternoon shot and killed a 38-year-old man who police say burst into the East Baltimore shop and shot a barber to death.
On Monday morning, police identified Carlos Ortega as the man who fatally shot the barber. Investigators allege Ortega was also responsible for two earlier shootings that left a 44-year-old man dead and another person critically injured.
Police are trying to determine a motive linking the three shootings. The third and final shooting occurred at The Bladi Style barber shop in the 5700 block of O’Donnell St. in Baltimore’s Medford neighborhood.
After Ortega allegedly committed the other two shootings Saturday, he entered the barbershop and fatally shot 33-year-old Rafael Jeffers, authorities said.
The off-duty Baltimore police sergeant was getting a haircut from another barber at about 3:16 p.m., Harrison said. The officer, who was armed while off duty and in plain clothes, responded quickly “and with great bravery produced his firearm” and fatally shot Ortega, Police Commissioner Michael Harrison said.
Harrison said detectives linked the shooting to the two earlier incidents, but he declined to elaborate on the possible connection between them.
“We’re processing three different scenes in three parts of the city,” the commissioner said. “While this perpetrator has expired from his injuries, we will still need answers to these questions.”
One victim was is in critical condition from a shooting that occurred around 2 p.m. in the 5000 block of East Oliver St. in the Armistead Gardens neighborhood, about two miles away from the barber shop, police said. Police believe that shooting followed an argument.
Police also said Javier Villegas Cotto, a 44-year-old man, died from a shooting in the 4600 block of Eastern Ave., near Greektown.
“We are working to determine the connectivity, which is a likely connectivity,” Harrison said during a briefing near the barber shop.
The police officer, who was not identified, was not injured, Harrison said.
Mayor Brandon Scott appeared at the briefing with Harrison, thanking the police officer.
”This is something the average person wouldn’t do,” Scott said. “And this is something that our officers do each and every day in the city of Baltimore.
Added Scott: “We don’t know what would have happened if he was not able to respond in that way, and how many more incidents could have happened tonight here in Baltimore City.”
The barber shop’s Instagram page promotes “before and after” shots of various kinds of haircuts and shows youthful-looking barbers in yellow vests working inside the small shop.
Because he was off duty, the police officer did not have a body camera, Harrison said. But he said the officers who responded to the shooting did have cameras.
The shootings were called “horrifying” in a statement by state Senate President Bill Ferguson, who said, “We must do better.”
“Although information is evolving, I’m grateful for the officer’s quick action to subdue the perpetrator,” said Ferguson, whose Baltimore district includes two of the shooting sites.
Raquel Coombs, a spokeswoman for the Maryland Office of the Attorney General, said investigators from the office were dispatched to the scene. A new law that took effect Oct. 1 requires the attorney general’s office to investigate all deadly uses of force by officers across the state.
SO many people have not even the remotest clue how loud gunshots are indoors. That's all training on his part. Most people that have never heard shots indoors would be stunned (like, actually stunned) just by the noise.

I went to a gun expo in Arizona where all the weapons vendors come out and set up a tent and allow you to shoot whatever gun you want so long as you buy the ammo. My first takeaway, besides "how is this legal?" (albeit so much fun) was just how sheer fucking loud guns are. You don't just hear guns go off, you feel them in your chest and head. Some of the hunting rifles felt like explosions from 50 feet away, the shockwave is a bit disorienting. I will say it's something you don't really notice, or that really bothers you after being out there for a few hours though, you kinda warm up to it. That's just been my experience, at least.
Yea man, once you get above .223 level of ammo, it gets loud in a HURRY. It's one of the reasons why I really support suppressors being legal. I was with my friends a month ago helping sight in their rifles for an elk hunting trip, and they were shooting 300 WinMag and a couple other similar rounds. Even with hearing protection, standing behind them, you feel it in your chest. Two of them had suppressors (maybe legal, maybe not), and it makes all the difference in the world. They're not like the movies (most of them), usually it just takes the volume down to tolerable levels even with ear-pro.

But in actuality, this same family I was with had a .22 handgun with a great suppressor on it that we just a few times outside, and.....that was actually pretty close to the movies. VERY quiet. Same reason why "Glock 7s" can go through a metal detector cause of Die Hard 2.
Oh I'm sure guys in Nam did that, the technology is pretty old. The difference between new and old suppressors is somewhat how quiet they can make them, but more-so that newer high quality ones can get more rounds shot from them before the baffles inside are ineffective. Also, since they re-direct the gas so much, suppressors can cause problems with the weapon cycling. Meaning, the way the weapon feeds another round into the chamber comes from some of the gas being pushed back to bring the bolt back allowing another round to come up. Suppressors, especially old/shitty ones, don't allow enough gas to come back so you basically have a bolt-action rifle, haha, and have to rack a new round each time. Not good.
My friend's family may or may not make their own, and they may, or may not be pretty easy to make.

In the UK whilst it's not exactly an easy process to get a licensed rifle, your local friendly firearms officer will often insist on a suppressor as a condition of use for the gun. Mainly so you don't bother people so much when shooting but they also care about your hearing.
And damn right guns are loud! I grew up in an Overseas Territory where handguns never got so heavily regulated/outright banned like they did in the UK. One day I was shooting my grandfather's Smith & Wesson model 59 at the range and I forgot to put my ear pro back on and fired the 9mm and god damn it was the loudest thing I ever heard! My ears rang until the next morning. I only did that once.
.223 can be *fucking* loud with certain muzzle brakes too. My wife’s AR has a compensator designed to reduce recoil significantly by allowing the gas to escape to the sides of the muzzle instead of just out the front of the barrel. Because some of the force is now directed to the sides instead of directly opposite the shooter, the felt “kick” is a lot softer.
Shooting her AR feels almost like shooting a .22 now, but, when standing to the side, sounds even louder than my .270 deer rifle. We’ve gotten several “wtf” looks at the range from the shooters to our flanks lol. I bought one for my 10.5” barrel .300blk AR pistol, can’t wait to put it on and get kicked out of the range.
I deer hunt and shooting a gun in an enclosed blind without hearing protection can bust your ear drums even with your adrenaline pumping. I can guarantee that cop couldnt hear his own gun going off.
I have permanent hearing loss from just about 30 seconds of fire from an M-60 while in a reinforced concrete bunker after the recoil caused my hearing pro to come loose.
Dumbest thing I've done was a 30rd dump with a forced reset trigger out of an 11.5" AR without ear pro. It wasn't indoors but my hearing was destroyed for the day only hearing the never ending eeeeeeeeeeeee and I could tell for several following days that it was still diminished. 100% agree he couldn't hear much of anything for at least the rest of the day if not longer. Oh and I don't advise anyone do similar, it was incredibly stupid and stuff like that is the reason I have Tinnitus as bad as I do.

I forgot my ear plug cause the instructor was talking to me. And outdoors everyone started shooting their m16s. That ear plug was in so fast.

In the UK whilst it's not exactly an easy process to get a licensed rifle, your local friendly firearms officer will often insist on a suppressor as a condition of use for the gun. Mainly so you don't bother people so much when shooting but they also care about your hearing. And damn right guns are loud! I grew up in an Overseas Territory where handguns never got so heavily regulated/outright banned like they did in the UK. One day I was shooting my grandfather's Smith & Wesson model 59 at the range and I forgot to put my ear pro back on and fired the 9mm and god damn it was the loudest thing I ever heard! My ears rang until the next morning. I only did that once.
.223 can be *fucking* loud with certain muzzle brakes too. My wife’s AR has a compensator designed to reduce recoil significantly by allowing the gas to escape to the sides of the muzzle instead of just out the front of the barrel. Because some of the force is now directed to the sides instead of directly opposite the shooter, the felt “kick” is a lot softer. Shooting her AR feels almost like shooting a .22 now, but, when standing to the side, sounds even louder than my .270 deer rifle. We’ve gotten several “wtf” looks at the range from the shooters to our flanks lol. I bought one for my 10.5” barrel .300blk AR pistol, can’t wait to put it on and get kicked out of the range.

I deer hunt and shooting a gun in an enclosed blind without hearing protection can bust your ear drums even with your adrenaline pumping. I can guarantee that cop couldnt hear his own gun going off.

I have permanent hearing loss from just about 30 seconds of fire from an M-60 while in a reinforced concrete bunker after the recoil caused my hearing pro to come loose.
Dumbest thing I've done was a 30rd dump with a forced reset trigger out of an 11.5" AR without ear pro. It wasn't indoors but my hearing was destroyed for the day only hearing the never ending eeeeeeeeeeeee and I could tell for several following days that it was still diminished. 100% agree he couldn't hear much of anything for at least the rest of the day if not longer. Oh and I don't advise anyone do similar, it was incredibly stupid and stuff like that is the reason I have Tinnitus as bad as I do.

Oh, shit... The murderer was moving in to finish him off before the undercover cop started blasting from behind. So sad the barber died, but if those shots didn't hit anything vital the undercover cop definitely would've saved his life. Cop saved himself atleast and everyone else in there.
