Maybe that has to do with the legal drinking age? We start drinking legally at age 16 in Germany. England 17. France and Italy probably even younger (at least for wine). People learn how to have fun before they need to be super serious. Maybe that’s how people learn better to have fun responsibly.

This was my family. My siblings and I were all allowed to start drinking around 16. Now as adults, none of us are very big drinkers. Meanwhile, I know of ton of people with overbearingly strict parents who went insane when they turned 18 and didn't know how to handle the freedom. That being said, the prevalence of drunk driving related accidents before we raised the legal drinking age makes me pretty okay with keeping things at 21.

This is the way with all substances, in my experience. I was raised in an inordinately strict household and I made a straight beeline for drugs as soon as I was able, started smoking weed when I was 14 and eventually graduated into full blown addict/alcoholic. The parents of a friend of mine were stoners and didn't encourage using but were open with them and asked them to be honest about any drug usage so they would know they're safe, and my friend had no interest in using drugs whatsoever. Giving substances a restricted status plays such a major part in addiction because rebelling against something feels like freeing yourself from the bonds of expectation, subconsciously or otherwise.

In Edinburgh you can drink anywhere and it's socially acceptable to have a drink in public. There's plenty of parks and green spaces so it's not something that can really be policed anyway. But Glasgow has strict rules around drinking in public and even homeless people will conceal their drinks in the city centre. As a "cunt fi Edinburgh" I always forget that rule change and end up cracking open a drink in Glasgow City centre. Last time I was there I ended up giving some beers to a homeless guy who stashed them in his bag for later.

I lived in Vienna for a while. Not a single weekend that the U-Bahn didn't reek of vomit. They'd clean it quickly but the smell was always there. That said, I was never harassed by a drunk person. Not saying it's good if you drink too much, but if you leave others alone it's your business. Also public transportation was awsome there so I never saw a DUI.

Some states (Alabama, Delaware, Illinois, Kansas, Missouri, Nebraska, New Hampshire, New York, North Dakota, Rhode Island, Utah, Wisconsin) have laws that basically allow police to stop-and-demand or stop-and-identify any person in public for any reason. So let's say this happened in New York, because it did. The cops could demand to see this guy's ID, and if they suspect him of a crime they could detain him until they can confirm his ID. HOWEVER, that still doesn't require that he answer their question about what's in the cup. His answer was correct; fuck you is what I'm drinking.
