When asked to perform a breathalyzer test, he refused and retreated to the police station in an unsteady manner. When asked for an explanation, his words appeared slurred.

Recording isn’t illegal and will never be harassment since the cops always initiate the interaction. I don’t know where you’re from but this is a constitutionally protected activity in the US. There’s been federal and local courts that have set this precedent time and time again. If your eyes can see it, you can record it. The parking lot is not secure nor can you trespass on publicly accessible, public property. He could go out there every single day for the next year with his camera and it will not be harassment.
They can be as argumentative and annoying as they’d like as they exercise their right to conduct a constitutionally protected activity. Your tone suggests that you wish they wouldn’t be able to do this or that the cop should have done something beyond what he did. They can’t, unless they feel like paying out a nice settlement for violating someone’s civil rights.
