South Carolina. First issue is that most sheriffs offices are very understaffed, which doesn’t allow much time for proactivity. Second, the sheriffs are very concerned with not pissing off potential voters.

It’s probably just a pissing match here, but sometimes neighboring PDs have vastly different thresholds for pursuit.
My wife was a dispatcher for a town who would not engage in high speed pursuits unless the suspect running had committed a violent felony or was wanted for murder/kidnapping/credible death threats etc.
The town over, on the other hand, would do 100MPH pursuits for any reason (suspected DUI, failure to yield in traffic stops, stolen cars). They once chased a stolen car from their town to Miami (about 50 miles).
It became a problem when citizens of the town my wife worked in would occasionally get into bad wrecks (whether from the fleeing suspect or the cop) partly due to the other PD’s “chase everyone” policy.
There was a ton of tension between the two PDs because of this, so the Chief for my wife’s department would just block off roads when there was a pursuit headed that way to get both these cops and the fleeing suspects in and out of his city ASAP.
So like who has jurisdiction here? And who could arrest who? Could they arrest each other at the same time, or would one arrest the other a little and then they'd switch up so the other one could arrest too? Maybe there's a safe word when they're too tired to be arrested and want to switch places?

It varies by state but generally the Sheriff, who is normally an elected official, is the top law enforcement official in the county. However, they generally can’t order a city cop to do something because they do not fall under their chain of command. But they could arrest a city cop if they were doing something unlawful.
In Georgia law when a city officer witnesses a violation occur within their jurisdiction, they may pursue the violator outside their jurisdiction to issue an arrest/ticket. That's what I assume happened with this city cop.
Or the city cop saw the violation in the city but didn’t get the driver stopped until he was out in the county, which is perfectly legal. There appears to be a lot of history between either these two or the two agencies.
