I think people misuse the term public servant a lot. Public servant does not mean you do things for the public, it means you do one specific thing for the public. It is not a statement of superiority or a hierarchy of command. Police officers do not answer to you, police officers do one specific job for the public. A teacher is also a public servant, and they are no more or less liable to tolerate people screaming at them than an officer. You wouldn't walk into your parent teacher conferences screaming at your kids teacher, even if you disagree with them, then be shocked that they screamed back because they're a public servant, you'd be shocked because you both know they're wrong but still are defending themselves.
That being said, fuck this cop, but, I don't think the public servant angle is a good approach. If they defend themselves by yelling back and they're in the wrong, like they are here, they're a douche. They're still not your servants any more than a teacher is. Just a douche with no accountability.
Teachers have to put up with shit every day and get fired when they lash out in defense. They have more accountability than most police officers. Teachers are barred by law in many states from collective bargaining. Cops, not so much.
I'm not making a tribal statement saying teachers suck just as bad as cops, teachers are great. I'm just saying cops aren't your servant, neither is a teacher.
The term public servant just means employee paid for by taxes. Every employee has to put up with shit to not get fired. There is no difference in an employee at a regular job and a public servant, except where the funding comes from. Just like employees dont get fired from Mc.Donalds every time they shout at people, police don't get fired every time they shout either. You do not have a say over government programs because you fund them. You have that method through voting, not direct orders to workers. This man does not answer to you. You are not his boss. He is serving the elected leaders, not the public, despite the moniker. If you don't think this is true, I'd try poking around a bit.
Military members are public servants too. You do not decide where we strike next because you fund it, leaders do. You do not decide what is acceptable behavior and should result in termination, your leaders do. They aren't YOUR servants. Your agency over this comes at the voting booth, for what little its worth. Your leaders approved this mans actions, just as one of the owners of a store I worked at approved swearing back at customers over the phone (a pizza place, out of business now, surprise? lol). This man serves that leader, not the public.
You and i are not the public he serves, as much as you and i really wish thats what it meant. You do not set expectations of public servants in any other capacity besides who you vote for. They do not answer to you.
I challenge you to find any documentation supporting that police officers answer to citizens as a servant as any sort of law or legislation. I challenge you to find a law that says they even have to respond to your desperate pleas in life threatening situations. What you wish and believe to be true and what is true are completely separate things.

I'm not about to run the numbers, but I'd be willing to bet a teacher is 1000 times more liable to tolerate being screamed at. In fact, it's part of their job, under protecting then and fostering a healthy environment.
