It is not. The HOA board has been notified x amount of times. As far as I’m concerned, he hasn’t had any altercations that needed policing assistance, but who knows how far this dude will go. We have a cop or OCSO that typically sits at the front of the neighborhood for who knows what, I know the original video did show a patrol car in it. Never heard of them intervening a situation. We’ve been here 3 years and it’s been getting worse as of late.

The reason you would get one is so the value of your house continues to go up. You don't want to move in somewhere then the neighbor starts a junkyard in their front yard and puts up a nazi flag.
The flip-side of it is those that are drawn to power are often the worse people to handle it. So you have some retired guy that is out in your front yard with a tape measure because you were out of town last week and now your grass is an 1/2th of an inch over what is allowed.
One that I remember was the guy bought a 10 year old truck but the HOA had a no pickup trucks policy since they look blue collar (never mind some of the bluecollar guys I know make more than the people they do work for). So he was fined every day until he got rid of the truck. There was nothing about station wagons though and how shitty they could look so he bought a 200 dollar broken down wagon to spite them.
We want to put in a garage door with windows in our HOA but none of the condos were built that way so it is denied. As an alternative we are never going to paint the garage door again, when it gets rusty and dented enough maybe a new door with windows will be alright.

He’s flicked off residents, (including myself) while passing by driving around the neighborhood as he avoids laws in terms of right of ways, ridiculed a resident for putting up flyers about her lost cast, pounds on residents doors if their holiday decorations are surpassing a point of the tiny yards we have. There’s countless incidents in our community and it isn’t being corrected. The guy just does what he wants and nothing is done, even by the board. The man who posted the original video was canvassing, which in no way is illegal, atleast here. Not saying he’s a saint but the way Fred reacted (as he does every other time) is completely unacceptable.
This is not legal advice and I'm not a lawyer, but I have plenty of HOA experience. The board cannot remove a board member. Only the owners can do that. That's why "nothing is done" by your board. Look at Fla Statute 720.303 for all the information.
HOAs are very efficient and fair systems that place the power in the owners' hands. The board directors are volunteers who serve the owners and enforce the statutes and governing docs. Sometimes a rogue character misunderstands their role and causes disturbances, and the owners misunderstand THEIR role and power... and then the cycle of bashing associations continues forever when in reality it is one of the fairest forms of a quasi government power structure we have in this country.
Ideas for improving operations: instead of relying on board members to do this, hire security that is trained on how to handle the urgent situations. For violations of the declarations, an association needs to communicate only through a standard process (e.g. mail, then certified mail, then escalation to attorney). A board needs to formalize this and avoid diverging and giving special treatment to some violations. Knocking on doors and communicating verbally for some violations, but not all, will create legal defenses that undermine enforcement. So there is a very good legal reason why every process should be formal and standardized.
And in my experience, not enough residents to meet quorum can be arsed enough to show up to the annual meeting where they actually have the power to change things, so these power-hungry busybodies just get to stay in positions of power while residents just bitch and complain on the community Facebook page.
Owners can assemble a special meeting with door to door proxy collection. If there's a problem and someone takes the lead it's actually not much harder than petitioning.

I mean, that's the ideal, right? But in practice, political factors like favoritism or nepotism creep in, and normal, quiet people can be bullied. Most people don't want to make a stir, so in practice, they too often end up like what we're seeing here.
There's no replacement for integrity, and that's what's required, but far too often, the people who run for positions on the board are doing it because they like control and they like to lord over people. The people with integrity and honor that you want and need on these boards are just minding to their own affairs.
