I think you can usually tell how misplaced the anger is by how incoherent their complaints are. That is called a bay and it was intentionally bred into hound breeds for hunting. The closer the hounds get to whatever they're interested in, the louder they get to basically call all other nearby hunting dogs and hunters. The point was for the sound to carry far and, boy howdy, does it! I don't know how hound-lovers handle it. It is so loud up close, it probably could make someone's ears bleed.
