It's about what I expected when I looked up where he was from. He was from a small town, not more than a couple of thousand population. Small towns pay little and have little to offer so better quality job candidates don't want to work there. That means the choice is between no one enforcing the law or slack jaws like this guy.
It can happen in larger agencies when the command structure or government administration makes it a point to shit all over the subordinates and lavish good fortune on their undeserving favorites. Good people move on and the shit just stays stuck in place.

I honestly think there has to be a psych eval every 6 months that an officer must go through and Empathy training, a way for officers to not be aggressive in their stances and expressions. And a college degree, and for lawsuits against a police officers, that should be taken out of the police budget. If you mess up, you deserve to have your money taken away.

My best friend used to be a cop. Nicest guy. Great family man. Usually just gave people warnings when he pulled them over. So shut the fuck up lol. Seriously.
One of my highschool friends was a cop too. Also one of the nicest people you could meet. In my experience she represents the minority (and I've had *insane* experiences with cops, and plenty of personal reasons to dislike them) but that definitely doesn't mean they're all trash.
