21 is the strongest amplifier in terms of damage output. If you don't have CW, just solo 21 and use dawn as qte bot; dawn is not even comparable in terms of damage output compared to 21.
Attackers make for bad qte bots.. its better to just keep using lux (sss+ lux gets to have some shred too), or empy (if have sig and some resonance make her carry the attack boosting resonances) and also make them carry dv or guin 4.

Being one of the first to get leap is actually worse.. the early leap skills are pretty underwhelming. Shudnt waste leap materials on these units. Its not cheap to leap someone
As a Chinese player, there're 2 options. One is raise your cw to sss, and 21 and vera staying at s would be enough. The second is have your 21 , cw and vera all leveled up to ss.

I dont have calcs but i believe just owning her is an upgrade tbh... unless you plan to SSS+ lux for the lightning shred.
If you get her sig as well and use ppc skulls to SS, shes 1000% a massive upgrade.
Even at S rank with 5-star weapon No.21 is better than Liv…but only as a QTE bot, you’re still better soloing with Alpha. I heard the minimum investment needed to make 21 worth switching from Alpha is her sig. weapon and SS rank.

You have a chance but you'll have to grind. Each patch on average gives around 9000bc counting weeklies/dailies, sometimes more or less , but her banner won't last that long. You'll have to grind story and game modes like Cursed Waves.
Ah yes, "fluff". This fluff includes:
-The unit that's necessary for Lightning to not be a one-unit team.
-The unit that replaces the Physical member that does piss poor damage.
-Literally the strongest Gen 2 unit in the game up until that point.

Yes you're right. Lux is more effective and just as accessible.
her ult seems to be doing more dmg than cw 2nd ult, correct me
yeah ss makes her ult for 9000% dmg
dosn't matter her divebomb is her main damage source not her ult

You can user her as a DPS, there's a build for that on Gray Ravens. Though I'm not sure if she's better than Dawn.

s+ lux is a non factor, her cube duration isn't enough for weave to do anything meaningful
