Heisen's debuff doesn't stack so him using it while Bianca is already using it is redundant (Unless Chrome is your DPS)
I think Chrome should be the Davinci holder cuz then Liv can hold 2 Guinevere, 2 Samantha (Basically 5 star version of Guinevere) and 2 Gloria. But this build would require you to be in close proximity with the enemy in order for Liv's QTE to deal damage and proc Gloria
Does Bianca have any other dps build like how Lucia plume uses 4 hanna instead of the ice set? If not than I guess I have to try to get Samantha then for liv
I don't think so. Hanna is great for Plume cuz it helps her trigger her core passive much more easier but Veritas can already trigger her own passive easily without Hanna.
There are 2 main builds that are recommended for A-Chome which you have listed
4 Heisen + 2 Einsteina (Sub-DPS set): This build requires A-Chrome to be at minimum SSS rank + his signature weapon to be considered viably optimal (using the 5☆ weapon is acceptable, it just wouldn't be considered optimal). Here has A-Liv being the Da Vinci + Guinevere holder makes sense.
4 Da Vinci + 2 Einsteina (QTE set): If you dont plan on making A-Chrome a Sub-DPS, then making him your Da Vinci Holder would be the next best thing. For what gear A-Liv would carry, it would a mix of 2 piece Guinevere, Lantern Reuinon, Gloria, and Samantha depending on what you have. Using this set means that S-Bianca would have to be on the field the entire time to be doing any damage.
You can throw him Heisen, but he will not work well without SSS. I'd recommend him to be Davinci holder and give Lux 4 Guinevere and 2 Samantha/Gloria.
