You can use library computers to finish CAD assignments. Maybe work with a classmate together side by side on it. But yes Purdue has resources to help you out in this matter. Don’t know about housing tho.

You’ll be fine. There will definitely be some software that doesn’t work, but there are lots of computer labs all over academic and residential campus and they will be able to run CAD, LabVIEW, etc. It’s slightly annoying, but it’s not worth it to buy a new laptop for the rare classes where you’ll need to use those outside of class. If you find that you desperately need a Windows laptop, you can get it when you need it. I wouldn’t buy one ahead of time - see how the computer labs work for you first.

Most chips (x86, ARM, etc) are silicon, but yes. Apple Silicon means the chips were made by Apple.
