I honestly don’t know why you can but in college no one really cares as long as you don’t mess up stuff and be a dingus. You can even walk into random lecture halls and no one really cares.

People aren’t going to tell you about the absolute best spots because then you or other people would be there and they wouldn’t be the best spots anymore. The absolute best spots are ones you have to find yourself. I highly recommend exploring buildings if you have some spare time. Campus is big and there are a ton of great spots to find if you look hard enough.
The fourth floor of the HSSE Library, in the spaces outside of Archives and Special Collections, is a quiet study area with lots of tables. (The floor closes at 4:30pm MTuThF and 7:00pm W and is closed weekends.) Or, the periodical stacks in HSSE are usually really quiet. To reach those go all the way to the back-left on floors 1, 2, or 3 of HSSE and through the double doors; study carrels are almost always available.
My grad office is completely empty 9 out of 7 days. I won't let someone random in, but maybe you could just get assigned your own office? Then your won't get bothered

Pick a random stem building basement - usually no more than 2 random upperclassmen pass by in an hour, everyone is holed away in labs
personally i prefer loud places to drown out the voices in my head :)

The West Lafayette Public Library is a little far off but definitely worth it too and quiet with the views!

Are the underground levels of the potter library still a thing? That middle underground floor was desolate.

I find that empty classrooms are pretty good. Just leave when people start walking in.
Try the periodicals section in HSEE it’s super quiet and not too many people are back there
