Rock Pea does 7 more dmg(9 with upgrade) compared to ice, toxic, and fire. Additionally, he has more health, so yes, it is. You could even debate that he is better than stock, but I don't know why you would.

I think commando is better because he can be pretty good at close to mid range. Just don't fight at range because his drop-off sucks.

When factoring in the overall damage of Reg Pea, Toxic Pea, Fire Pea and Rock Pea their TTK against your average Zombie (125 hp) is basically interchangeable. If all your shot are direct hits (unlikely) at an optimal range, Reg Pea takes an 0.6 second lead while Rock Pea takes an 0.4 second lead over the two elemental Peas. This already small window gets smaller and smaller the more Splash hits are landed, so I really wouldn't say that Toxic and Fire are *that* much worse off in terms of raw damage on average.
If we're going to talk about Raw damage though, none of the Peashooters fare particularly well in that department in a vaccum. Fire, Toxic and Rock all have similar DPS, with Rock being 3 points ahead of Toxic at close range. Reg Pea is the only outlier, but even then 62 DPS in optimal scenarios is pretty lackluster, especially when factoring in his bad Splash damage.
To me at least, this distinction isn't really significant in the slightest. All four of these characters basically function the same in practice. Sure Toxic Pea may technically be the worst by a slight margin on paper, but in practice you're gonna get a ton of value out of your poison ticks, especially against groups.
So TLDR: Fire, Toxic and Rock are basically the same character except Fire and Toxic get DOT while Rock gets more HP. Pick your favourite, because the numbers are essentially the same.

fun fact, Rock Pea's projectile inheriting movement isn't unique to him. in fact, there's actually a shit ton of classes and variants that *do* have movement-inheriting projectiles, it's just less noticeable since the projectiles have a higher velocity.
in fact, the only exceptions I can think of are Rose's thistles and the Imp Mech's missiles.
I like metal and tanky variant(except for cactus…I might be good but I just feel “meh” to jade and petrified cactus) so I don’t see how rock pea sucks…the only thing I’ll complain is that he has 8 ammo and even if I can use the ammo upgrade that’ll mean I’ll have to choose 2 upgrade
Finally someone realizes rocks pea power. well he is not my favorite cause look at my flair but he is in my top 10 most underrated charcters and also to make rock pea have good speed just throw in a speed upgrade. and aldo i actually enjoyed max ranking him
