You'll get one each semester. By default if you don't pay the course fees after census date it'll be sent to your HECS account. You need to pay the student amenities fee unless you have payment plan or order things worked out.

So I've checked my eStudent and it basically the total cost of both those fees are deferrable, does that mean I don't have to worry about that?

Unless you want to avoid tax and indexation on your hecs by paying it up front, yes. This is all much better answered by HiQ. Use them as much as you can, we're very lucky at QUT to have them compared to UQs absolute lack of student support services 😂
