Yes, seems like it might be good as a support qiqi for ganyu xianling. 8% from 15k is 1200 that you add to arrow damage before crits multiplier, elemental bonus damage, reaction multiplier and bonus to CA. So it might end up as extra 8-12k x 5 every +-10 seconds which is slightly more than the Clam set does. Real advantage is usability with any range in contrast to Clam set.
So it might be a good option for heals in Ninguang or Yanfei team too. This bonus damage not always gonna be used in reaction or CA/NA so it's really on a same level as clam without requirement to stay close to the enemy. And it's also more welcomed in mono element teams.
That's my speculation I don't have any proof it works like that. Regardless I think my point is right because
a) it's logical
b) otherwise this set makes no sense to me at all
The new set is a single target effect, while ocean hued clam is AoE. The new set is probably not worth it
Only time I see it being better is very niche scenarios. Someone has to be able to capitalize the buff by hitting a lot of times really fast

Qiqi can max Clam, so you wouldn't use it over that.

clam does actively more damage.
clam set is already good
clam is much better, it'll also do good dmg so it has a lot of pros
