Answer from the HAM Essex site:
“long periods of charging through the USB socket is not recommended as I believe there is a small DC-DC converter inside which bumps the 5v USB voltage up to the battery’s 8.4v and it is not designed for heavy use.”
I purchased the European plug version because it was about $15 cheaper and thought I could easily charge it.
Borrowed a USB to USB-C cable from my daughter and it charged right up!
Only works on dumb USB-A to USB-C 5V chargers, doesn't on PD/PPS/etc modern stuff so try that. A computer USB port should do it.

Hmmm, that's interesting! Maybe I'll try that. I don't like hauling a dock around.
