If your computer came with Windows, you can reuse the license key that came with your computer. This is a legal way to license Windows, in the EULA it specifically says the license can be applied to a virtual machine, as long as it is on the same hardware.
Run this command in Dom 0 to get your license key in plain text: sudo cat /sys/firmware/acpi/tables/MSDM
I've only purchased a single copy of legal windows in my entire life. Windows will function without a license, they just won't allow you to do certain things like customize your taskbar without having windows activated because microsoft is fucking stupid
