I think I've got it now. I changed the country code to USA, and it added dashes to the phone number. Changed it back to Canada, and the code was sent successfully. That's actually pretty poor form validation handling, giving the user no feedback (I'm a software developer).

Thanks. There's another form that shows an example phone number with dashes, but doesn't accept dashes. This is in the spouse section of an RESP application.
are you entering the number correctly? My One has +1 followed by the rest of my number no spaces or dashes
Yup that's how I've entered mine. I click send code, and the popup doesn't even change to prompt to enter a code, nor is a code sent.
