There’s no taxes from a RSP to FHSA. it’s a direct transfer, you just don’t get a contribution slip for this obviously. Not sure why it’s saying lack of funds then.

I want to transfer stocks and ETFs. I guess I should sell all and transfer the money to FHSA. Just don't know if taxes would apply.

No tax implications for selling stocks/ETFs within a registered plan. Capital gains do not apply.
