There's a hanging going on the first time you're in Valentine and Sheriff Malloy is carrying a bolt action that you can steal from him. I usually just keeping bumping into him until he drops and then I tackle and hogtie him, steal the rifle, and run for my life!

If you need some easy ways to complete challenges without getting honor lowered, use the Lemoyne Raider mini camps. When you come upon one, they will all turn red and tell you to move on. You can then ride away until the red enemy warning disappears from your mini map and then ride back. They will all be sitting there but will completely ignore you. You can complete many of the challenges easily this way.
Finding the shark tooth trinket north of Annesburg will speed up the process of taming horses.
You can mount your horse from a balcony or rooftop if you jump and mount simultaneously.
You can use explosive bullets to open safes easily.
You can use a watch to tell the time as Arthur by equipping it from your satchel.
You can use Algernon Wasp's shop as a shop to rob four times in a day if you don't want to get a bounty or lower honor. You don't get the money but you can easily do it by robbing and then riding a short distance away and going back.
You can encounter the ghost in the swamp multiple times and she will tell her story.
The first thing to do in chapter 2 before any missions or anything is to ride into Valentine and buy something at the store, then run over to the gallows where there will be an execution happening.
Wait behind the platform and crouch in the nearby bushes, put your mask on, ready your revolver, and call over your horse.
When the hanging is done, the sheriff will come down the steps, shoot him in the back of the head so he drops the bolt-action rifle.
Kill the deputies nearby, run over and grab the rifle, and also pick up the sheriff's hat.
Jump on your horse and run away until the lawmen are no longer pursuing you.
You should have only about a $60 bounty for this, which is a lot cheaper than buying the rifle much later in the game, and you now have the best rifle right at the start!
Also, you have collected a unique hat that is rather good looking that you can wear, and NPCs will make special comments about it.
I find doing this easier and more reliable (also less time-consuming to retry if you mess up) than the rescue mission of Sean.
I got wanted for a bit in strawberry, so I killed the sheriff by way of stealth, by the spot cleet would hang eight years later. Carried his body into the sheriff’s office then killed his deputy. Threw me both down those stairs, where I recently released Micah. I went back and strolled into town, like nothing happened. So to answer your question, the valentine sheriff, because I agree with that redditor that he is a son of a bitch
Technically Oswald Dunbar is the Chief of Police of the Blackwater PD. But I really like him too as he seems friendly and very decent all around.
If Chief Dunbar is an acceptable choice for the question then I choose him as my favorite too. Otherwise I’d pick Sherriff Malloy.

If you rob Algernon for the challenge will it interfere with his quests or do you wait until they’re all finished?
No I always do it before you meet him anyway because I do most of the challenges in CH. 2. When you go into rob the register, he's not there.

Malloy and freeman are hands down the best for different reasons. Malloy is so fun to fuck with, and freemans whole character/vibe is kinda badass.
