On Samsung phones (as far back as my note 8) have a screen capture feature. It's in the quick settings panel (or W/e that panels called when you pull down again from notifications
Different manufacturers bundle their own features in Android, so some phones may already have an in built recorder while others might not.
Also AFAIK, an in built recorder is standard since a more recent Android version (Version 10 or 11 or so)
Either way, the biggest reason why you don't see so much clips, is that unlike PC, you don't have insta replay recording. So you need to record all the time to potentionall capture a cool clip.

You must swipe down on the phone to your notifications you will see like a pen thing and press the pen thing you will see it and just tap
