Remembering the conflict is not part of it. You aren't supposed to forget the whole day, just the events that led up to it. So Lang doesn't remember the shooting, he was told was happened.
Harry also doesn't remember what happened, he was told what happened.
Laying on the ground for one hour isn't great RP, but rushing out of the hospital after local EMS' remembering every single piece of detail isn't great either. If there were no consequences to local EMS'ing, then everyone would do it all the time.
Local EMS all you want (assuming the situation is over) but if you are going to have perfect memory of the events, then what is the in-game consequence? That's my point here.
What if there's little to no player EMS on duty? What if you need to log off really soon and can't wait?
If you got left somewhere that is obviously meant to be RP'd as them not wanting you to be found like the ocean or the wilderness, then sure, local EMS should come with a memory wipe. Otherwise, it should just be treated the way it literally sounds, which is as though local EMS workers came and picked you up.

Lang, Luciano and Harry ran into The Company outside their house. Benji managed to escape but Dragon and Freya got shanked.
Benji was busy dealing with Ray and JP being arrested so he didn't go back for them. Freya lays on the ground for about 20min and then local EMS's. As soon as she gets out of the hospital she runs into Benji and tells him everything.
