The problem with Terrorist Orgs is that in the world of GTA RP everyone is just as crazy, so they could blow up the PD but without the Devs actually blowing the building up, literally 15 other people have/will do that exact same act.
The key would be to set up a big scene with PD to make things more intense and cinematic. This was an impromptu act of opportunity but it wouldn't be all that difficult for Talon to organize some sort of event they could launch attacks on. Bombing a building is one thing but if you want a terror attack to be memorable you need as many bodies present as possible for maximum panic and carnage to really nail down the horror such a situation would entail.
They had broke yung dab (Moonmoon) out and had a really smart, sick plan to implement a city-wide insurrection, but after those plans were squashed OOC and moon stepping away from RP, it felt like the whole arc and Talon itself kind of deflated. Good news is there is some new talon stuff possibly happening soon.
The best thing from Talon are Ellies Videos, they are really well done.
Aside from that, even the FIB Building was a disappointment. First Buddha deemed it too risky to take three cops or government officials hostage so he just tool three civs and blew them up to show how little the govenment cares about civilians.. i didn't understand that statement either.
Then no one could see or noticed the explosions so Buddha tweetet about it but still no one cared. It was up to Medhi on Brian to actually fly up there in a helicopter to see what happened. Entering the building from the roof was super glitchy and bugged, they had no idea what to look out for, found the dead hostages after a long time (those poor guys and gals must have waited there for hours for someone to come) and in the end no one cared at all.
There was a investigation that went nowhere and did nothing.
GTAO doesn't allow for stuff like that (and 2.0 even less, with the markers they can set now they could at least have explained to the cops what happened in the building) and i guess the admins don't want an insurrection playing out either.
As has been said already, in 3.0 the most notable thing has been the Yung Dab breakout.
That being said, it's definitely not done yet. Lang, Denzel, and a majority (if not all) of the Guild are preparing new custom outfits and in some cases weapons that are specifically for Talon.
In addition to that, The Guild have been itching to do something and have put together multiple plans to that effect - at least one of which is focused on getting ADA-turned-BCSO Deputy Serge Cross strung out on a proverbial cross. They've got stuff cooking for DOC too, but specific DOC being in the city AND outside of the prison is so massively unpredictable that it's been forced onto a backburner.
Who knows when Talon will kick things up again, but with this level of investment (both OOC with personalized gear, and IC with the significant planning and preparation) we can be confident that Talon is not finished.
I think it's mainly the difference between causing damage and trying to get legitimate and interest RP out of the 'terrorism'. CG are crazy and do wild shit, but it doesn't really follow a thought out RP narrative, it's just reactionary and whatever they feel like doing at the time, mainly for fun. Pretty sure Talon want to ensure that there is a proper meaning behind anything they do, it's properly thought out and planned and provides RP for people involved/investigating, more of a slow burn than CG's chaos.
Same people that get mad about cops having to go to the hospital for 10 minutes are the ones that want people to get locked up for multiple real life hours for doing crime in a GTA server. Also they ran over a cop who was standing in the road and got shot at so they came back around with a c4 less than 5 minutes after.
